I have a user who has installed the latest App Builder programs (all 3), the shortcuts appear on the desktop, but double-clicking doesn’t start the application. Am I correct in saying that the program should run even if none of the other JDK/SDK stuff is set up correctly? He says that all the other shortcuts on his desktop work fine. Any ideas what might be wrong?

Are they running Java 8?
