Second level quotation marks

I’m having a problem with 2nd level quotation marks and synchronization:

Exodus 3 in Paratext:

The problems appear in 13e, 13g, 15g where the single straight quote mark should be attached to the end of the previous phrases, and not appear unattached at the start of these phrases.

I have set up audio synchronization to use these punctuation marks to end phrases: . ? ! : ; ,

If I add the ’ to these punctuation marks, it solves the first problem, but creates a new one by isolating the opening single quote and considering it a phrase alone. In the timing file, the identical timing is shown for the ’ and the following phrase eg:
13d ’ 4:45:00
13e Pútuun pa piti símaama aluu púpoñiyaam ti aluu,’ 4:45:00

It seems there needs to be a way of specifying the single right quote mark following any character so that it doesn’t pick up the opening left quote mark too.

I’d appreciate any help you can give!

PS Just noticed that the computer automatically reformatted these straight quote marks into curly ones, but they are definitely straight on Paratext and SAB!
